Aviation is a tremendous growing sector in South-East Asia and it is expected that this growth will continue. To master this growth, sufficient qualified technical personnel are essential. But this is considered as a major bottleneck for South-East Asia. The production of human resources for this sector is traditionally based on vocational education systems and private schools which are considered as not sufficient to fulfill the needs in quantitative and qualitative terms.
The education and training of personnel for aviation traditionally takes place outside of the Higher Education system and below university level. This works well in countries with a long tradition of aviation training, but may be difficult in regions where the educational system does not support this. Here, the enhanced involvement of universities to stimulate capacity and courses for aviation personnel might provide an additional option. To further explore addressing this, the European Union Aviation Safety Agency (EASA) together with the International University Liaison Indonesia (IULI) will hold a seminar in Jakarta, bringing together authorities, industry and universities from all ASEAN states to consider the demands, the requirements and the options available.
This seminar will stimulate this trend by bringing people from administration, industry and universities together to exchange needs, prototypes and experiences. The seminar will be on a policy level, hence executives, who are looking for innovations and are willing to implement new approaches for mutual benefit. The attendees will cover representatives from different ASEAN-countries as well from European universities, who are interested in joint educational cooperation in aviation. This shall strengthen the links between ASEAN and European Higher Education Institutions and support the harmonization of aviation standards in ASEAN.
The seminar is considered as a starting point for subsequent joint research and activities, which might be evaluated in a follow-up seminar in 2020 organized with another host in another ASEAN country.
